Do I need to fill out an application?

Yes. WWHT has over 900 apartments and over 1100 residents in locations in Windham and Windsor county. We use a state wide common application to streamline information gathering. You will be asked to indicated which specific property (you can chose multiple) you’re applying for.

The form asks basic questions about your household, former housing, income sources and assets as well as a number of general questions. Once we receive the application we stamp it with a time and date of receipt.

Do you Provide Emergency Housing?

No, we do not. If you are in need of immediate/emergency shelter call 211 or contact Groundworks Collaborative (802) 257-5415 or (802) 302-8300 (front desk)

Are Background Checks Part of the Application?

Background checks and references are both critical parts of our application process. The leasing process takes several factors into account while processing applications:

1) income eligibility- these ranges are based off of Area Median Income (AMI), or Windham County wages. The purpose of having income eligibility is to make sure we meet the local need by providing homes that local wages can afford where the market rates are not providing.

2) background and references: this is the proactive measure to support community safety.

3) fair housing law: this applies to all housing transactions- private and real estate transactions included. The law is to protect from discrimination based on race, color, national origin, religion, sex, sexual orientation, gender identity, marital status, family status (being pregnant or having children under age 18), disability, age, being a victim of domestic violence, stalking or sexual assault, or and receiving public assistance or benefits.

Are there income limits?

Yes, to qualify for an apartment with WWHT, your income must meet certain limits. It is important to note that these limits have a very broad range to meet a wide veriety of local wages and family sizes. The limits, set by the U.S. Department of Housing and Urban Development (HUD), change every year based on the average incomes in Windham County.

If my income goes up would I have to leave my apartment?

No. For most of our apartments the rent is fixed. You were qualified for the apartment when you moved in and you will remain qualified even if your income goes up. Every year, the leasing department works with each resident on the required recertification. This includes gatheing up to date income information but will not result in you leaving your apartment. In the very few project based section 8 apartments WWHT has, if you have significant increase in your income to the point that you no longer qualify for the project based section 8, you may need to relocate to make the apartment available for someone who is.

How long before I get an apartment?

Wait time is approximately 9-12 months for a one-bedroom, 6-9 months for a two-bedroom, and 9-12 months for a three-bedroom apartment. However, an apartment that matches your individual qualifications could open up prior to these estimated times. It’s always best to fill-out an application before you find yourself with a housing emergency. Applications are processed in the order they are recieved, by date and time.

When will I be contacted?

First, we will notify you that we have received your application. If an apartment for which you are potentially qualified becomes available, you will receive a separate notification and the process of qualification will proceed from this point.

If you are not housed right away, we will notify you every 6 months to ask if you are still interested in housing with WWHT and to determine if anything pertaining to your application has changed. You should always let us know if something has changed with respect to your application: income, family status, phone number, email, or other so that we always have the most current information.

Will I be placed a wait list?

When we receive your application, we may or may not have an apartment available for which you are qualified. If you do not qualify for a unit which is currently vacant your application is placed on a list for future available units. Wait lists are specific to properties. If you are interested in another property, be sure to indicate this on your application by checking all properties you have interest in. Names do not automatically shift from one list to another.

NOTE: Only listings with green “Available” tag are being leased. If property listing is unmarked, it is fully leased at this time. You are always welcome to apply to any properties that fit your needs, when there are no openings at the time of application you will be placed on that property’s waitlist in the order of the date you applied. 

If I added a member to my household later would that be a problem?
There is a specific process you must follow to be able to change your lease and add additional household members. The prospective new household member must complete an application and be qualified in a similar way as you were when you were approved.
Would my rent amount be based on my income?

Almost all of our apartments have fixed rents. That means your rent is not based on your income.   WWHT does have a very few project based section 8 units. If you live in one of these, the portion of the rent you pay is based on your income, our partners in funding Vermont State Housing Authority (VSHA) or Brattleboro Housing Authority (BHA) pay the remainder.

If my income goes down will my rent go down?
Unless you are in one of the very few project based section 8 units.
Do you accept Section 8 Housing Vouchers?

We do accept housing vouchers but we do not provide them like Brattleboro Housing Partnership and Vermont State Housing Authority does. We offer housing at reasonable rents to low — middle income families. That means that you must have enough income to afford our apartments. We do have a small number of “project based voucher” (PBV) apartments. To apply for either your own voucher or a PBV apartment, visit VSHA Section 8 Application.

Can I apply if I have no income?
We accept applications from anyone but you must meet income guidelines to qualify for most of our apartments.
Where are your rental units located?

We own 905 rental units across Windham and Windsor counties. The majority of the properties we manage “in house” with our property managment team are in Brattleboro, Guilford, Putney, Willmington, and Springfield. Buildings we own and are managed by Stewart Property Management are in Brattleboro, Whitingham, Dover, Westminster, Bellows Falls, Saxtons River, Chester, Springfield, Ludlow, and Windsor.

Why does WWHT advertise for apartments when you are still being added to the waitlist?

Sometimes existing applicants do not qualify for the particular apartments that are being advertised.  We will still add applicants to the list by date order as we receive the application because they may qualify for a different rental property than the one advertised.

What utilities and services are included in rents?

Heat, hot water, trash, snow removal, and 24 hr emergency maintenance. We have resident supportive services with our SASH For All program which works with residents on the resources connections that can help with maintaining a stable home.

 

Is there laundry facilities on the properties?
Most do not have laundry. Some do have on site laundry.
Is there parking at the apartment building?
Most have parking. Some do not have parking.
Why can’t I see the apartment right now?
Apartments are offered to prospects only after our maintenance department performs a complete turnover process. If you are next in line, have been qualified and notified, you will be shown the apartment.
Can I have a pet?

One pet per household is allowed. A pet deposit and contract for care are required prior to obtaining a pet.

Can I appeal the decision if my application is denied?

Yes, you have 10 calendar days from receipt of denial. The letter allows the applicant an opportunity to present any information that will support the position that the application should be accepted. 

Some of the Properties are Listed as Stewart Property Management, how does that work?

Stewart Property Managment (SPM) is our partner which manages most of our properties in the northern area of our region and a few within Brattleboro area. To apply for buildings managed by SPM, you will have to do so through their application. Find their listings here.
