Funding for relief programs for renters and homeowners experiencing hardships due to COVID-19 are opening next week. The programs are slated to accept applications starting on Monday July 13th. The applications will be online. Information on Rental Stabilization program and Vermont COVID Emergency Mortgage Assistance Program are below. Rental Housing Stabilization Program– Vermont State Housing Authority
The Vermont State Housing Authority (VSHA) Rental Housing Stabilization Program (RHSP) is for funding landlords on behalf of tenants in need of rental arrearage assistance. This program will provide the VSHA Payment Standard or the actual amount due for the month(s) being claimed, whichever is less, per household at a single unit who meet eligibility criteria. The goal of this program is to prevent homelessness and to provide housing stability.
The program is funded through Vermont’s allocation of the federal Coronavirus Aid, Relief and Economic Security (CARES) Act.

Vermont COVID Emergency Mortgage Assistance Program- Vermont Housing Finance Agency
Vermont Housing Finance Agency (VHFA) will soon begin to accept applications for the Vermont COVID Emergency Mortgage Assistance Program. The program, which is funded through the federal CARES Act, will help Vermont homeowners facing economic hardship brought on by the COVID-19 pandemic. This program is available to ALL Vermonters – not just those who have mortgages funded through VHFA home mortgage programs.
Eligibility
- Vermont homeowners of property that is their primary residence
- Are behind on their primary mortgage due to a COVID-related financial hardship
- Entered into the mortgage prior to March 1, 2020
- Income limit and additional requirements apply (to be announced)
VHFA intends to prioritize applicants with lower incomes, but given the limited amount of funds and the limited time to review applications and distribute awards there is no assurance that any individual application will be funded.
