REAL ESTATE DEVELOPMENT AT WWHT
Guided by organizational priorities and state goals, WWHT’s Real Estate Development Department works to increase the supply and quality of housing in Windham and Windsor counties through the new construction and rehabilitation of affordable rental housing. Working with consultants and co-developers, WWHT aims to construct housing by leveraging state, federal, and private equity funding. The Real Estate Development Department is responsible for all phases of development, including financial development and management, the design process, and construction management.
SUMMARY OF POSITION:
The Associate Developer assists the Director of Real Estate Development in WWHT’s affordable housing development initiatives, including the development of new and rehabilitated rental housing, mobile home parks, and limited commercial development. Working as a team with, and supervised by, the Director of Housing Development, the Associate Developer coordinates feasibility studies and many aspects of process from predevelopment through project completion. This is a full time position at 37.5 hours/week.
PRINCIPAL DUTIES:
- Develops, Implements and Monitors Initiatives to Develop Housing Projects
- Coordinate feasibility studies, including assisting in the procurement of architectural and engineering services, analysis of local regulatory requirements, environmental conditions, and historic preservation.
- Collects information relevant to a potential project, including property research, documenting floodplain information, historic preservation information, taking property photos, etc.
- Work with Director of Real Estate Development on presenting material to the WWHT Board for review/approval
- Assist in writing and compiling applications for project funding and financing, ensuring that the terms of the financing support project goals.
- Assist in the management of the design construction process: bidding, contract execution, inspection of work in process, requisitions, progress payments, lien waivers, review and approval of change orders, monitoring of the project budget, maintaining regulatory records, preparation for lease up, and all warranty follow up.
- Coordinates all aspects of tenant relocation. Work with WWHT funders to ensure compliance with all Uniform Relocation Act regulations, and maintains documentation of process and compliance in WWHT electronic files.
- Community Outreach and Public Relations
- Cultivate relationships with funding sources and collaborators
- Design and implement plans for public outreach on specific developments, including:
- Working with the WWHT Outreach and Development Department on WWHT-hosted information sessions
- Working with appropriate local and state government officials, planning and housing commissions, and local nonprofits to facilitate collaborative relationships
- Ensure that the activities and results of WWHT’s housing development initiatives are documented, well known and understood throughout the community.
- Ensure developments under construction have proper signage that meets WWHT, funder, and regulatory standards
- Department Administration
- Ensure thorough and consistent interdepartmental communication, particularly with fiscal and property management, to ensure the delivery of the highest quality product, compliance with all requirements, adherence to budgets, and a smooth transition to operations.
- Assist in grant administration, including environmental reviews, compliance with the federal Uniform Relocation Act, Section 3 employment, and Davis Bacon.
- Maintaining historic documentation of WWHT development initiatives, including regulatory records, construction as-built plans and specs, and promotional material

SKILLS, EXPERIENCE AND TRAINING REQUIRED
- Bachelor’s Degree required, or an equivalent combination of education and experience
- Real estate development, project management, planning, or construction oversight experience desired. Nonprofit experience preferred.
- Experience with CDBG and HUD regulations preferred.
- Excellent written and verbal communication skills; excellent organizational skills; strong computer skills; demonstrated financial, budget development and management skills.
